My hoa has backed out of a written and verbal agreement made prior to purchase?
If you live in the USA, go to the website for the Community ociations Institute and look up the website for the CAI branch serving your area. They may have a list of member attorneys who specialize in common ownership community law. What I suspect happened is that the manager agreed to terms that the board of directors did not ratify. I suspect that if there is damage to your unit due to defects in the common elements, the hoa will only cover repairs to the real property but not to personal property or anything else, such as moving costs. It's worth seeing a lawyer, and it's also worth asking to see the terms of the master insurance policy covering the hoa. You should also have your own homeowners insurance, which may cover things not covered by the master hoa insurance.
